Responsible Care® Reverification
Sulco Chemicals Limited/Canada Colors and Chemicals Limited
We are proud to announce that Sulco Chemicals and Canada Colors and Chemicals have been reverified under Responsible Care®.
Reverification occurs on a three-year cycle. During the week of November 6, 2006, our sites at Elmira (Sulco), Brampton, Montreal and Leduc were visited by the CCPA reverification team. This team consisted of two independent chemical industry experts, a member of the National Advisory Panel - a group consisting of community activists, academics, business leaders, consumer advocates, concerned environmentalists, other special interest organizations - representing the public at large and a representative of the local community surrounding each of these sites.
The community reps were:
- In Elmira, a local Town of Woolwich councillor and former executive director of the Kitchener Waterloo branch of Habitat for Humanity
- In Brampton, a Public Education Officer from the City of Brampton Department of Emergency Planning
- In Montreal, a retired teacher, school system administrator and member of a Ville St.Laurent risk reduction committee made up of municipal officials, concerned citizens and local industry and
- In Leduc, the City of Leduc Director, Protective Services and Fire Chief.
The team reviewed a detailed information package submitted by CCC, visited sites and held discussions with customers and suppliers to confirm that we were continuing to manage our business under the ethic of Responsible Care®. They wanted to confirm that our Responsible Care® management system was successful in driving continual improvement in risk management, environmental health and safety practices, community outreach, social responsibility, and product stewardship-related education of customers and communities through which our products are transported. The site visits included tours and discussions with Dave Emerson - President and COO Chemicals, site management, Joint Health and Safety Committee members, employees and the Sulco Community Advisory Panel.
The reverification report identified 13 findings requiring action, 26 opportunities for improvement and 28 industry best practices. Sam Joshi promoted to the position of Business Development Specialist for the Chemical Distribution business

Canada Colors and Chemicals Ltd. is pleased to announce the promotion of Sam Joshi to the position of Business Development Specialist for the Chemical Distribution business. In his new role, Sam will help develop new vendors for the Chemicals business focusing mainly on markets like Southeast Asia, South America and Eastern Europe. Sam will also assist in the coordination of marketing plans, competitive data tracking, advertising, tradeshows and overall CCC publicity programs.
Sam has an extensive background in Marketing. In addition to his experience with CCC since he joined in December 2000, he has prior work experience in Southeast Asia and the Middle East. He also obtained his MBA from the University of Wollongong, Australia in Marketing Management.
We want to wish Sam much success and enjoyment in his new assignment within CCC.

Expansion to the Warehouse Facility in Leduc, Alberta
This spring Canada Colors and Chemicals Ltd. has completed a major project to expand our warehouse facility in Leduc, Alberta. The expansion includes the addition of 11,800 sq ft of flammable storage, the addition and 3 new truck loading and un-loading bays, as well as the doubling in size of the blending facility. Taking all of this into account our Leduc facility is now 29,000 sq ft. This expansion along with the addition of our rail transloading facility in 2004 allows Leduc to offer a full range of product and services for our customers.

Dharold will now become a key member of the Chemicals Management Team (CMT), as well as the Chemicals Executive Management Committee (EMC).
Dharold has made many significant contributions to the Chemicals Distribution Business over the last 27 years both in Sales and Product Management, most recently in the role of Central Region Sales Manager.

Hire of New Product Manager to the Coatings Specialties Group

Canada Colors and Chemicals Limited is pleased to announce that on December 1, 2004, Andrew Tennant will be joining the Coatings Specialties group as Product Manager, reporting to me.
Andrew brings over 20 years of experience in coatings and polymer additives to Canada Colors and will play a key role in our growth.
During his career he has been a Coatings Formulator, a Technical Sales Representative with a multinational supplier and a Product Manager with a Canadian distributor. This unique combination of experience brings great value to our Coatings Specialties and Polymer Additives businesses. Our already strong group will be even stronger now that he will be working with us.

Responsible Care® Reverification
Canada Colors & Chemicals Limited is successfully verified under the Canadian Chemical Producers’ Association’s Responsible Care re-verification (phase III) protocol.
The Canadian Chemical Producers’ Association’s (CCPA) Responsible Care® initiative highlights the member and partner companies’ desire to be, and to be seen to be, responsible companies within Canadian society. Adopting Responsible Care® is a condition of CCPA membership. The Responsible Care® ethic, codes of practice and guiding principles facilitate the environmentally sound and responsible life cycle management of chemical products, the operation of facilities and processes, provision of services and the member company’s relationship with its community. The member and partner companies work with customers, suppliers, transporters, distributors and service providers to continuously improve the chemical industry.

Canada Colors & Chemicals was one of two companies that volunteered to pilot a verification of ‘Responsible Care® In Place’ in 1993. In so doing we were the first small company in the world to have our Responsible Care® program verified by a team of independent experts. The team consisted of experienced chemical industry professionals and representatives from the public and the communities in which we operate.
Once ‘Responsible Care® In Place’ verification is complete
re-verification is required every three years. Re-verification focuses on the
actions taken by the company opposite the findings from previous verifications
and confirms that the company has continued to improve its processes, community
outreach communications and management systems.
A new team of verifiers, using a new re-verification protocol visited our sites
in Elmira, Colborne, Brampton and Montreal. Canada Colors & Chemicals achieved
Phase II Re-verification in November 2000.
We are proud to announce that we have now achieved Responsible Care® Phase
III Re-verification. In November 2003 our sites in Elmira, Delta (Vancouver),
and Brampton were visited by a re-verification team. The team, using a revised
re-verification protocol, focused on how the company adapted the ethic of Responsible
Care® into our business processes and the effectiveness of the management
systems in place to support the guiding principles of Responsible Care®.
Canada Colors & Chemicals is the only Canadian chemical distributor that
has been verified under this CCPA protocol. To review the re-verification team’s

Canada Colors & Chemicals is also a founding member of the Canadian Association
of Chemical Distributors (CACD). Responsible Distribution®, CACD’s
code for the safe handling of chemicals, is a condition of membership.
CACD’s Responsible Distribution® program along with Responsible Care®
have one common goal – to protect the environment as well as the health
and safety of employees, customers, and the public.
In 1995, Canada Colors & Chemicals integrated our Responsible Care®
and Responsible Distribution® management systems into a single program.
We successfully completed a Phase I Responsible Distribution® audit by CACD
when our program manual was approved in October 1995.
In 2000, representatives from the CACD participated in the verification planning
session and the actual site visit at Brampton for CCPA’s Phase II Re-verification
in order to conduct a combined Responsible Distribution®/Responsible Care®
verification. In June 2001 Phase II Responsible Distribution® verification
was achieved for our Brampton and Montreal distribution centres. Our Don Mills
head office was also verified under Responsible Distribution® in June 2002.
We are awaiting the results of the audit of our Delta British Columbia distribution
center completed in March 2004.

CCC Brampton and the Brampton Fire Department Join Forces
On September 8 and 9, 2003 the Canadian Chemical Producers Association’s (CCPA’s)
TransCAER® Safety Train was on site at Canada Colors and Chemicals Ltd. (CCC) Brampton facility for
training with the Brampton Fire Department. Eight crews were on site over the two days for training by
Marty Byron, who is both Manager of CCC’s Western Operations and the CCPA spokesperson for the
Safety Train. Sprinkler training, simulating how sprinklers activate in the event of a fire, was also held on
site for employees. Offsite at the Brampton Fire Department, a HAZMAT (hazardous materials)
Technician Course was held and one of CCC’s solvent tankers was used for hazardous materials training.
Three CCC Supervisors attended the training and were warmly received by the attending firefighters and
technicians for their input and knowledge from an industry standpoint and on their continued support of
Brampton Fire and Emergency Services in the community.
The Safety Train serves as a training vehicle to teach emergency responders hands-on of the dangers
of dealing with chemical emergencies. The two major railways (CN &CP), the Railway Association and
the CCPA designed this railcar with valves, fittings and vents to duplicate actual equipment on tanker
railcars used each day throughout North America. It is used to provide the necessary training to first
responders faced with chemical disasters involving railcars.
The TransCAER® Safety Train was brought to Brampton around the same time last year during
CCC Brampton’s Environmental and Safety Training Fair. The event brought many members of the City
of Brampton’s Emergency Responders together, including the Fire Department, CN and the Region of
Peel’s Emergency Response Team, HAZMAT team and the Bomb Squad. The fair was a great success
and helped to reinforce the strong relationship CCC Brampton has with the Brampton Fire Department.
CCC Brampton and the Brampton Fire Department have been jointly involved in many events this
past year. These have included the Emergency Preparedness Fair at the Bramalea City Centre, Confined
Space Training and High Angle Training at CCC Brampton and joint participation on the Brampton
PTSC committee (Partnership Towards Safer Communities), which CCC Brampton also co-chairs with
Emergency Measures from the City of Brampton. The Brampton Fire Department also held a photo shoot
for its annual Firefighters calendar at CCC Brampton this summer with proceeds going towards
“Breakfast for Kids”. In November, 2003, Canada Colors and Chemicals completed Phase III re-verification
under Responsible Care®, events like these reinforce our strong dedication to community
awareness and public safety and help to portray the chemical industry in a positive light. Canada Colors
and Chemicals Limited and the Brampton Fire Department look forward to continued cooperation and
joint training in the future.

Ursula Bagnato promoted to Manager, National Transportation

I am very pleased to announce that effective immediately Ursula
Bagnato has been promoted to Manager, National Transportation. Ursula has been
responsible for all inbound transportation for many years and has done an excellent
job in sourcing the best carriers while managing both cost and risk. Recently
Ursula has also taken over responsibility for outbound transportation, other
than fleet, and the Claims Management System. She has been involved in the CCPA
initiative “Transcaer” and was honoured by CCPA last year with an
award recognizing her for this work. Ursula will continue to report to me.

We are pleased to announce the promotion of John Borcsok to the position of Business Manager, Environmental & Resource Industries effective September 1, 2003.
In addition to his current responsibility for the water treatment, environmental and mining industries, John has assumed responsibility for the pulp and paper markets.
As part of the realignment of the management reporting structure, John will report to Ken Whiting, General Manager, Industrial Chemicals. The product synergies between the Environmental & Resource Business and the Industrial Chemicals group are strong and there is much overlap of resources in these two groups. This change will allow for close alignment of priorities and responsibilities in both businesses.
